The downloading speed totally depends on the Band-Width provided by your ISP... According to the work you do, the bandwidth is divided for each of your download... The bandwidth allocation option in uTorrent is useful when you have more than one torrent download going on... It just manipulates the priority of download of one torrent over another... It doesn't increase your speed...
