When installing new latest build of Acronis True Image, it recommended to first uninstall version existing already on the computer?

Always a good idea to do a new install of a new version. For example, if you have version 10 and you want to install version 11, uninstall the previous version. But installing a new build (11.3 over 11.2), you can simply install over the existing one.
