Try to install the latest version of Windows Installer because this is a Windows Installer error. It cannot finish the process it just started and it crashes. You can obtain the latest version of Windows installer from Microsoft Website.
If the above solution does not work for you, try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
