Is Microsoft Picture it! Publishing 2002 compatible with Windows 7?

I click to open new projects but a pop up appears stating that it stopped working and the problem is APPCRASH.

The application is not opening in Windows 7 because it's not compatible with it. You need to install Windows XP Mode for Windows 7, then you can install it in Windows 7 with native XP support.
