Make sure that you have all the latest graphics drivers installed and DirectX updated to latest version corresponding to your operating system. For example, if you're on Windows XP you'll need DirectX 9.0c June 2010 release. For other versions on Windows Vista and above, DirectX can be installed from Windows Update.
