If you're referring to the Hearts game that comes bundled with Windows OS, navigate to Start > Control Panel > Uninstall a program > Turn Windows features on or off, expand the Games list, un-check the box next to Hearts and click OK:

After that, reboot your computer and enable the game using the Turn Windows features on or off service. If you're referring to another game, simply remove it from your computer using its uninstaller or Add or Remove Programs feature (Control Panel > Uninstall a program) and install it again.
Also, I suggest you update your video card drivers. Go to Start, type dxdiag and open the utility. Click the Display tab, check your video card model and download and install the latest drivers from the developer's web page.
