If the program doesn't start, it means there is something wrong with its installation or it's not compatible with your operating system at all. Try applying a compatibility tweak. Right click the file and select Properties > Compatibility. Select a prior version of Windows and then attempt to run it again. This is the only way since the product isn't available on the Internet anymore.
