I used to be able to open and view incomplete files with version 0.82. I can't open files with its latest version. Am I doing something wrong or the newest version does not open incomplete videos?
I understood your question a little bit... Try uninstalling VLC. Download a registry cleaner like REGSEEKER and clean your registry. Now download VLC from a good website and install it... Follow the same order as I said...
The newest versions of VLC Media Player are developed with the same features like the previous ones and you should be able to open the videos. If you can't, download and install Combined Community Codec Pack and uninstall and reinstall the software. If you still can't run the files, they may be corrupted. I suggest you contact the developer for further information.
