This application is now considered as being optional for installation because the whole module has been embedded into the new versions of the BarTender software. However, if you want to transfer it to another computer, simply download it again from its official website and install it on the target computer. After installation, copy the licence files from the old computer and then assign the new IP to the clients using the licence files. Being on another computer, it automatically implies the usage of another IP address. Make sure to update this address in the server and client settings.
