In order to fix the issue, go to Tools > Manage Add-ons, select the toolbars and press Disable. After that, press Ctrl + Shift + Delete key combination and clear all cookies, cache and temporary files. If the problem is not solved, go to Tools > Internet Option > Advanced tab, un-check the Use software rendering instead of GPU rendering box below Accelerated graphics and reboot the PC.
