What is the purpose of this application?

What is the purpose of this? Is it used in case something happens to the AOL program and you need to connect in order to re-download? Or is it basically the AOL dialer program??

The AOL Emergency Connect Utility application is used to diagnose network connectivity. In case of something bad happens, the application will remove the TAP adapter then provide a fix for it. It will automatically diagnose and reinstall the necessary components so that AOL returns to its normal state.
