I had Internet Explorer 7 but it is no longer working. If I install this toolbar by Sweetpacks will it give me back the functionality of Internet Explorer?

Sweetpacks is a toolbar and that's it. There is no way Sweetpacks could recover Internet Explorer.

Please go to "Control Panel" and launch "Internet Options". Navigate to "Advanced" and use "RESET", then you can start your browser. Use the fixit tool if the applications crashes.
