A JPG.ENC file is the result of an encryption. You will need the software in which it was encrypted before you can read this image. Ask the person or contact the supplier of the file to find out what is needed to read the file. Also, try to rename the application and remove the .ENC extension and then try to open it in your favorite image viewer.
