Can I format an Android-based phone using PC?

There is no possibility to format your phone using PC. This operating requires you to hard reset it using Volume Up + Power button. From the Recovery menu you need to use Wipe data/Factory reset. This is the right procedure.

yes that's right . we have to press the power button first and then press the +volume button 2-3 times so that if the phone don't catch the button it will catch by pressing +volume button 2-3 times while starting.If you don't have the volume button then you will get in market .Give your phone to a trusted mobile repair man he will put up a new button of volume.
