HP Quickweb 1.1.2.3 does not start up

HP Quickweb was installed on my HP Pavilion DV4 series Entertainment Notebook at the time of purchase in 2010, but now Quickweb is not showing enabled on my notebook, instead there is a blank screen in its place before launching Windows. Guide me how to start Quickweb again, please!

Please visit the HP Support website to obtain updates regarding this application. From 2010 through 2013 the laptop received numerous updates regarding its applications and drivers.
