An EML file has a totally different structure than PDF. Converting from this format to PDF is easy because you will simply convert a document which contains email messages to the PDF format. This is a document which encapsulates a pre-established layout that makes it impossible to convert it back to EML. In other words, you can convert EML to PDF but not vice versa.
