Some chat applications have this "feature" implemented so you can always stay updated with the chat replies. Of course, you have the possibility to scroll up or down, but sometimes, if you're using an on-line service, this can't be configured. If you use a desktop application to chat, you can check the built-in settings for options regarding automatic scrolling.
