How to install the police mod for GTA IV on Playstation 3?

I have Playstation 3 and I see these videos of police mods and missions. How do I mod my Playstation 3?

The Playstation 3 console does not allow file tampering with games. What are you trying to install is for Windows PCs only for GTA IV games.
