There is no HP Solution Center from the start menu

There is no HP Solution Center from the start menu. I cannot access Settings>Printer Toolbox > Device Services.

HP Solution Center is installed with the support software and drivers and you also need the full setup package obtained from the HP Support website or from the CD of your printer.
