I've changed phones and my syntunes library is missing various songs from playlists, can I clear the phone and redownload my music and get a clean set of playlist?

Playlists incomplete since changing my phone. I just want to start again but somewhere the syncing remembers that its already downloaded the playlists. I've tried re-naming the playlists on iTunes and syncing them but that doesn't help
