when i hit start hotspot it loads, starts, for 5 seconds and then goes to "MyPublicWifi does not work properly"

When i hit "show detail" i get a dialogue box saying MyPublicWifi does not work properly. A restart of your computer is required. Restarting does not fix the issue.
