TS files are highly encoded multimedia files. The lack of synchronization happens because the phone is not powerful enough to properly decode the file for playing. Almost all players can play TS files but most them require Android 2.3 or higher.
In other words, no matter what the player is used, you will also need a powerful phone with at least 1 GHz processor to play these files. Please check for a firmware upgrade available to your phone and then try to play the file again. Also, you could convert the file to a standard format like MPG or AVI. This will reduce the quality and file size, but the compatibility with players will increase.
