Scheduler repeat the same every month

Dear friends! Why does the scheduler get stuck on the same names and order? There are more than 20 brothers to choose from for initial talk and spiritial gems, but it keeps repeating the same four names month after month? Is there any settings I need to change? Brotherly love! Jerry
