The download speed is related to your Internet connection and the peering between your computer, the ISP from which you have your Internet subscription and the server's Internet connection. If there is no good connection between these then you will have a slow download rate even if you have a 100 Mbps connection. Another possibility is the firewall (in case it's enabled) on your computer. Please turn it off and then perform the download operation again.
