C3MGR2_R09-68 (2.9.6.9) is not allowed on Win8.1.64 (6.3). How to resolve it?

PC: Windows 10 64 bit, windows key from BIOS (originally Win8.1)

Error: C3MGR2_R09-68 (2.9.6.9) is not allowed on Win8.1.64 (6.3) Setup Aborted.

It seems that the program is not compatible with Windows 8.1. You may need to use a different program or upgrade your operating system to Windows 10.
