The decompressor is found in major Codec Packages available on the Internet. IV31 is from the Indeo Legacy Codec Package which was used back in the days to decompress AVI files for playing or encoding. I recommend you to install CCCP Codecs as these codecs have everything your need related to codecs and file manipulation regarding encoding or decoding.
