I can't make voice call via my PC, windows 10 with newest version of telegram.

I have Telegram desktop installed on my PC, windows 10, since last few weeks I can't have a phone conversation via telegram desktop. I don't know the reason? Sometimes I have phone call's icon, sometimes I don't have! I've checked different privacy setting in windows. everything seems to be right. I really need the call's function!
