When installing, it throws an error, saying I need .NET 3.5 when mine is fully updated.

It is possible that you have .NET 4.0 or a higher version installed, but the VirtualTablet Server requires .NET 3.5 specifically. You may need to enable .NET 3.5 in Windows features or install it separately.
