After I newly installed HP Med Smart Webcam I cannot open, answer is: no webcam detected

Notebook:HP Pavilion dv7, Windows 7 Service pack 1. Since webcam recently was not working, I installed HP Med Sm Webcam sp51029.exe, but I cannot open the program. HP Webcam Splitter is OK. Message: no webcam detected. Webcam: 4.2.1.3303 Cyberlink. What to do?
