Many developers provide additional options regarding the deployment method of their applications. This technique is called Portable because in many environments, installation is not allowed and instead of that, the settings and everything related to the application is solely stored in a folder of choice where the user has permission.
I this case I would like to recommend HeidiSQL which is available in Portable mode. You can just extract and run it.
