This is a security measure to prevent users get access to devices that have been stolen or lost. If you are the owner of the phone or bought the phone and has the FRP lock, then I recommend visiting a local phone service shop because they will remove the setting using 3rd party hardware tools that are developed to bypass everything on a phone (FRP lock, network lock, pattern lock, PIN input, etc).
Or a more simplistic way, contact the seller and ask for a recovery code or input your Google password for the account on the phone to unlock it properly.
