Since there isn't other information about PrintKey2000, the only thing I would recommend is compatibility. Right click the setup package or executable file and go to Properties > Compatibility. From the drop down-menu select Windows XP Service Pack 3, tick the Run as Administrator option and then launch the program again.
Or you could virtualize Windows XP with the help of VirtualBox.
