As far as I know, Microsoft Picture It! 2000 isn't compatible with Windows 10 and many people had issues when running the application even on Windows 7 PCs with the latest updates.
You could try running the program in compatibility mode by right-clicking its executable going to Properties --> Compatibility, then placing a checkmark in the Run this program in compatibility mode for box and selecting Windows XP or older from the drop-down menu, but I'm not sure that it will work.
The best solution available is to create a virtual machine, install Windows XP on it and then run the software under that virtual machine, but that will take a bit of time and effort.
