After the installer has been downloaded for TachoPlusFreeDriver, launch it and in the first window that appears, there is a language selection menu in form of a drop down menu. Click it and choose English then press on Weiter and it should change into English. Continue the installation as you would normally do and that's it. There is no need to configure other settings to enjoy the English language.
