I've tested PC-Linq in Windows 10 and it works just fine. Download it and run the setup package, but before doing that use Run as Administrator to enable full functionality. Once the installation finishes, repeat the procedure for the shortcut on your desktop and the program will start normally without issues.
If it's needed, right click the shortcut and go to Properties > Compatibility, then select a previous version of Windows from the drop-down list (preferably Windows XP).
