No, the StealthSurf Pro is not compatible with Windows 10. I've checked various websites, but this application doesn't appear to be available anywhere.
However, if you still have an older version of the software, right click it and choose Properties > Compatibility. Choose a previous version of Windows from the list and run it or you could use a VPN that's available for Windows 10.
