No, Solway's Desktop Icon Layout Saver is not working on the Windows 10 operating system. I've downloaded the installation package and finished the procedure, but the options that were supposed to appear in the right click menu are not there.
Secondly, I've checked the official website and it appears that Windows 10 is not compatible at all. You can install it only on the following versions of Windows: Windows XP, Windows NT, and Windows 2000.
