You'll have to contact the seller to be able to obtain the necessary documentation and software because I couldn't find anything on the Internet. The DTC-Explorer also doesn't appear to be available at all.
I've also extended the search queries for the Echotech products and didn't find anything as well. They've discontinued their business or available only to certain customers.
