No, the package isn't reliable at all because it's for a different device that uses ANT service. Based on its name, I believe it's for Android phones since they're the ones with the ANT installed and the LibUSB drivers are for development purposes.
I strongly recommend to avoid using 3rd party add-ons that you don't have knowledge about. Also, for your mouse, simply plug it into another USB port and Windows should take care the rest.
