I know that these application requires Visual Runtime and Net Framework to be installed before you can properly use them. In some cases you need to have an XML package installed as well, but that should be fixed easily when the Dell Customer Connect is installed for the first time.
The only thing I can recommend is to reinstall the application, but this time do it as Administrator. Also, make sure that Java is also installed on you PC.
If you have a DELL PC, visit the support page, enter the product number and then re-download any updated applications that are available. Some Dell apps require modules to work.
