TP-Link recommended update does not work

TP-LINK PLC Utility

Win10 (64 bit)Hp AIO - i5
Recommended update 2.1 to 2.2
Uninstalled "old" version and ran installer but still at 2.1 and
Software Informer recommends update to 2.2 again

No error messages during install.

Is this a "real" update?

I downloaded the update from http://www.tp-link.com/us/download/TL-PA4010-KIT.html#Utility and the install is successful. Now at 2.2.2758.8.
