The only version available for downloading is 1.20, but even that has problems installing. Also, based on the information found on the official website, there is no 1.3/1.30 version available. You can check that for yourself on the following link as well.
From what I understand given the situation with the HorizonLinkSuite, this might be just an update. The full version of the software would have to be installed to properly update it to the version 1.20.
