As far as I know, there isn't an HDD in this world that requires a driver to be connected to a Windows PC since Windows already features a generic driver that is compatible with every device ever released.
Most likely, your HDD is not mapped. Go to Start and type Computer Management. Locate Disk Management on the left and click it. Once the hard drives are located, right click on the external one and right click it choosing Change drive letter and paths. Assign a new letter and then open Computer to access its content.
If it's not detected, replace the cable and check if it's powered on.
