The CD with the application won't run on Windows 10 due to compatibility issues. A Windows 2000 compatible CD requires updates and probably redevelopment from scratch before you can actually run it on the latest version of Windows.
You could try installing Windows XP in a virtual machine and then transfer the installation package to that machine.
Your computer requires being powerful and with the latest technology (virtualization). If this checks out, install VirtualBox and use the available tutorial.
