Editing a FLAC file.

Can you import > edit (fade out) => save a FLAC file with no decode/encode for no sound quality loss?

On the official page, it's listed that the software supports the FLAC file format. Therefore, as long as FLAC is supported, you can edit it and apply the needed effects then save the file in its original form, without touching anything to processing/encoding in the settings page. Most of the apps allow you to save the file in the original quality.

If you can't succeed with WavePad Sound Editor, then simply download and install Audacity.
