Both TOR and Windscribe provide very strong encryption, therefore I don't think it's necessary to run them both, but if you insist on doing that, simply run TOR Browser and connect to the nodes, then connect to the Windscribe VPN using the Windows client. Or, connect to the WindScribe VPN first, and then start TOR Browser. Your connection will look this way:
Your PC > Windscribe VPN Private Server > TOR Browser > Destination.
Note: Although TOR provides very high encryption for your connections, I wouldn't use it and pick Windscribe instead.
