This happens when Tplot8 is running as limited user. To fix the issue, simply right click the shortcut of the file and launch it with administrator privileges. Select Run as Administrator from the menu and watch what happens. If your account is limited, then input the name and password of an Administrator, and the program will launch correctly.
This behavior is encountered in Windows Vista, 7, 8/8.1, and Windows 10.
