I've searched the web for this application, but it appears there is nothing about it in terms of software development and applications. If you have any knowledge or possess an address, then visit it and then look for the Contact option. They should have a contact page set up where you can forward your questions about the software and its license type.
However, there are some websites on Google Search that have the same name (OC2O), but nothing about the software part.
