E-Z Contractors Forms isn't compatible with Windows 10 so you'll need to go through some hoops in order to get it to run. The first thing that you need to try is to launch the installer as well as the application's executable in Compatibility mode with Windows XP. Right-click the executable, press Properties and go to the Compatibility tab. There, check the box marked Run this program in compatibility mode for, then select Windows XP and press Apply.
In case that doesn't work, you need to set up a virtual machine, install an older version of Windows on it such as XP or 7, then install the E-Z Contractors Forms through the virtual machine.
If you're still having difficulties, try contacting the application's developers and asking them for an updated version of the program.
