The Wise View application appears to be available only for the Android and iOS operating systems. You can install it on the Samsung SMART TV as long as the TV is running on Android operating system, since iOS is available only for the Apple TVs.
If the Samsung Smart TV is indeed running on Android, then open the Play Store and search for Wise View. There isn't any other way to run it.
